Refined copper bars, rods and profiles (other than common)
HSN 7407 10 90 (Other refined copper bars, rods and profiles) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) pursuant to DGFT Notification 61/2015-2020 dated 31-03-2021. An automatic registration number, valid for 75 days, must be obtained by paying a fee of ₹500 before the consignment's arrival. Imports of copper products under Chapter 74 are also subject to the India-Nepal Treaty TRQ allocation and monitoring framework under DGFT Public Notice 17/2023.
- NFMIMS registration number from DGFT
- TRQ allocation certificate from DGFT
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for advance NFMIMS registration on the DGFT online portal not earlier than 60 days before the expected date of arrival of the consignment and pay the registration fee of ₹500. The automatic registration number issued is valid for 75 days and must be in hand before the bill of entry is filed.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 2If importing copper products under the India-Nepal Treaty Tariff Rate Quota, confirm that DGFT has allocated a TRQ entitlement for the relevant financial year (e.g., 10,000 MT for Chapter 74 and CTH 8544 for FY 2023-24) and comply with the allocation and monitoring procedure set out under Para 2.92 of the Handbook of Procedures, 2023.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i) to (xv) · Para 2.92 of the HBP, 2023
The most common error on this tariff line is misreading the abolition of the 5-day minimum advance-registration window as an abolition of NFMIMS registration itself. Registration remains compulsory; the reform under S.O. 3759(E) and DGFT Notification 26/2016-20 only reduced the minimum lead time to zero days — meaning same-day registration is now permissible, but a bill of entry filed without a valid registration number triggers DGFT-policy non-compliance and customs out-of-charge refusal. Also note the Ministry of Mines clarification on NFMIMS scope issued via DGFT Policy Circular 42/2015-2020 dated 27-07-2022, which should be consulted for any borderline product classification within refined copper.
