Refined copper bars, rods and profiles (other forms)
HSN 7407 10 59 (refined copper bars, rods and profiles) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring under the revised India-Nepal Treaty administered per DGFT Public Notice 17/2023 dated 22-06-2023. DGFT is the designated authority for allocation of the 10,000 MT annual TRQ for copper products under Chapter 74 and CTH 8544 for FY 2023-24 onwards, with procedural compliance required under Para 2.92 of the Handbook of Procedures, 2023.

The most frequent error on this tariff line is treating the India-Nepal TRQ as a general free-import window: the 10,000 MT cap covers all copper products under Chapter 74 and CTH 8544 collectively, not each CTH individually. An importer who files a bill of entry without a prior DGFT TRQ allocation letter exposes the consignment to detention and Restricted-import enforcement, irrespective of whether the annual cap is nominally unexhausted at the time of filing.
