Hollow profiles of refined copper
HSN 7407 10 51 (Hollow profiles of refined copper) is governed by the Directorate General of Foreign Trade (DGFT) under an ITC (HS) import policy overlay that includes a Tariff Rate Quota (TRQ) regime for copper products under Chapter 74. DGFT is the designated authority for allocation and monitoring of 10,000 MT of copper products for FY 2023-24 under the revised India-Nepal Treaty, administered through DGFT Public Notice 17/2023 and Para 2.92 of the Handbook of Procedures 2023.

- 1Verify whether the consignment qualifies under the 10,000 MT Tariff Rate Quota for copper products (Chapter 74 and CTH 8544) allocated under the revised India-Nepal Treaty. If so, obtain a TRQ allocation from DGFT as the designated authority before filing the bill of entry.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i) to (xv)
- 2Comply with the procedural requirements under Para 2.92 of the Handbook of Procedures 2023 for TRQ monitoring. All mandatory import documentation evidencing DGFT allocation must be uploaded in e-Sanchit prior to out-of-charge at customs.DGFT Public Notice 17/2023 dated 22-06-2023 · Para 2.92 of HBP 2023
The most common error on this tariff line is importing copper hollow profiles under Chapter 74 without securing a DGFT TRQ allocation first, under the mistaken assumption that the TRQ applies only to bulk commodity forms. DGFT Public Notice 17/2023 covers all copper products under Chapter 74, including hollow profiles; consignments arriving without a valid TRQ allocation letter face detention and potential re-export.
