HSN 7407 10 40 (Hollow bars of copper) is subject to the Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring regime under the revised India-Nepal Treaty, as notified in DGFT Public Notice 17/2023 dated 22-06-2023. Imports within the 10,000 MT annual TRQ for copper products under Chapter 74 are allocated and monitored by DGFT as the designated authority under Para 2.92 of the Handbook of Procedures, 2023.

The single most common error on this tariff line is shipping against a purchase order before the DGFT TRQ allocation letter is in hand, on the assumption that the allocation is routine or transferable. The TRQ is issued for a specific financial year and a specific importer; a consignment arriving without a valid allocation letter is classified as a Restricted-import and is liable to detention and re-export, with demurrage and ground rent accruing at the designated port.
