Refined copper bars and rods (electrical and general engineering grades)
HSN 7407 10 20 (other copper rods of refined copper) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 613:2000 for electrical-purpose rods and IS 4171:1983 for general-engineering-purpose rods is mandatory under the ISI Mark Scheme with effect from 26 April 2024, under the Copper Products (Quality Control) Order, 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is importing copper rods under a CM/L licence scoped to one IS standard when the product application demands the other — IS 613:2000 governs electrical-purpose rods, IS 4171:1983 governs general-engineering-purpose rods, and a licence against one standard does not cover product supplied to the other end-use. Customs and BIS verify the declared IS standard against the CM/L scope on the BIS register; a mismatch — even where the rod is physically identical — triggers detention and may require re-export or confiscation of the non-conforming consignment.
