Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 613:2000 for electrical-purpose copper rods or IS 4171:1983 for general-engineering-purpose copper rods. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
    Copper Products (Quality Control) Order, 2023 · S.O. 1801(E) dated 25-04-2024
  2. 2
Ensure every rod bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the requirement.

  3. 3
Note the staggered enforcement schedule: enterprises other than small and micro were covered from 19 October 2024; small enterprises from 19 January 2025; micro enterprises from 19 April 2025. Confirm the supplier's enterprise classification and the applicable effective date for the specific consignment.

  4. 4
Register the consignment under the Non-Ferrous Metals Import Monitoring System before arrival. Apply no earlier than 60 days before the expected arrival date; fee ₹500; registration valid for 75 days. The minimum-5-day advance registration requirement has been abolished.

  5. 5
Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. If the consignment falls within the India-Nepal TRQ allocation for copper products under Chapter 74, ensure DGFT TRQ authorisation under paragraph 2.92 of the Handbook of Procedures 2023 is in place.

A word of counsel

The single most common error on this tariff line is importing copper rods under a CM/L licence scoped to one IS standard when the product application demands the other — IS 613:2000 governs electrical-purpose rods, IS 4171:1983 governs general-engineering-purpose rods, and a licence against one standard does not cover product supplied to the other end-use. Customs and BIS verify the declared IS standard against the CM/L scope on the BIS register; a mismatch — even where the rod is physically identical — triggers detention and may require re-export or confiscation of the non-conforming consignment.

Frequently asked
Does HSN 7407 10 20 require BIS certification?
Yes. Conformity to IS 613:2000 (electrical-purpose rods) or IS 4171:1983 (general-engineering-purpose rods) is mandatory under the ISI Mark Scheme from 26 April 2024 per the Copper Products (Quality Control) Order, 2023; import is permitted only from manufacturers holding a current BIS CM/L licence against the applicable standard.
Is Non-Ferrous Metals Import Monitoring System registration required separately from BIS QCO compliance?
Yes. NFMIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS obligation. Fee ₹500, validity 75 days, application permitted no earlier than 60 days before expected arrival.
Does the staggered enforcement schedule affect current import obligations?
All enterprise categories — micro, small, and other — are now past their respective effective dates (19 April 2025 being the last). Full BIS QCO compliance under IS 613:2000 or IS 4171:1983 is required across all supplier categories for consignments arriving from 19 April 2025 onward.
Does a single CM/L licence cover both electrical-purpose and general-engineering-purpose copper rods?
No. IS 613:2000 and IS 4171:1983 are distinct standards with separate CM/L licences; a licence against one standard does not authorise supply of product falling within the scope of the other.
