Copper waste and scrap, other grades
HSN 7404 00 29 (Other copper waste and scrap) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online portal and clearance only at specified ports/locations. Imports must also satisfy Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, with valid Forms 2, 6, 7 and 9 as additional clearance requirements.

The most frequently missed requirement on this tariff line is the mandatory online generation of PSICs through the DGFT portal: a paper-based or non-portal PSIC issued on or after 1 July 2022 will be rejected at the port, triggering consignment detention and demurrage while a conforming certificate is procured. Separately, the Tariff Rate Quota allocation for copper products under the India-Nepal Treaty (para 2.92 of the HBP, 2023) is a distinct window — importers seeking TRQ benefits for Chapter 74 products must obtain DGFT allocation prior to shipment, as post-arrival applications are not entertained.
