HSN 7404 00 25 (Copper nickel scrap) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with clearance restricted to specified ports and locations under para 2.54 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system is mandatory for both shredded and non-shredded scrap from non-safe countries, and import is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

The most common error on this tariff line is assuming the PSIC exemption for 'safe country/region' imports applies at all Indian ports — the exemption only operates when the consignment arrives through one of the specified ports notified under para 2.54 of the HBP. An importer who ships from a safe-country origin through an unspecified port loses the PSIC exemption entirely and faces both Customs detention and a potential Hazardous Waste Rules contravention.
