HSN 7404 00 24 (Bronze scrap) is subject to the Directorate General of Foreign Trade (DGFT) Restricted-import policy under the ITC (HS) 2022, with clearance permitted only at specified ports and locations under para 2.54 of the Handbook of Procedures. The most common error on this tariff line is failing to generate the PSIC through the DGFT online portal before shipment. A PSIC issued on paper by an accredited agency — even one that was accepted before 1 July 2022 — will be rejected at Indian customs if it lacks the DGFT system-generated reference, resulting in consignment detention and accruing demurrage at the specified port. Additionally, importers relying on the 'safe country' PSIC exemption must confirm port-of-import status: the exemption from PSIC applies only when the consignment arrives through a notified specified port, and a safe-country origin does not override the port-restriction requirement.
