Brass scrap import under metal monitoring and trade policy
HSN 7404 00 22 (Brass scrap) is subject to compulsory registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. Clearance is permitted only at specified ports and locations under para 2.54 of the Handbook of Procedures, and a Pre-Shipment Inspection Certificate (PSIC) generated online through the DGFT portal is mandatory for both shredded and non-shredded scrap from non-safe countries. Radioactive-contamination screening and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as additional clearance requirements.

- 3Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including Schedules III, VI and VIII, and submit valid Forms 2, 6, 7 and 9 as required. The most common error on this tariff line is filing a PSIC that was not generated through the DGFT online portal. PSICs issued by a recognised pre-shipment inspection agency but dated on or after 1 July 2022 and not generated via the DGFT online system are rejected at the bill-of-entry stage, resulting in consignment detention and demurrage at the specified port until a conforming PSIC is produced. Note that even where the safe-country PSIC exemption applies, the NFMIMS registration and hazardous-waste forms remain non-negotiable.
