HSN 7404 00 21 (empty or discharged brass cartridges) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), and clearance is permitted only at specified ports and locations under Para 2.54 of the Handbook of Procedures. A mandatory Pre-Shipment Inspection Certificate (PSIC), generated online through the DGFT portal, and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as additional clearance requirements.

- 2Route the consignment exclusively through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. The single most common error on this tariff line is relying on a legacy PSIC not generated through the DGFT online portal. Since 1 July 2022, all PSICs must be generated online via the DGFT website; a PSIC issued on paper by an otherwise recognised PSIA on or after that date is invalid for customs clearance and will result in consignment detention, accumulating demurrage and ground rent, with no rectification pathway short of re-export.
