    Obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised pre-shipment inspection agency using the mandatory DGFT online module. All PSICs dated on or after 1 July 2022 must be generated through the DGFT website; PSICs not generated via the DGFT online system will not be accepted by Indian Customs.     Route the consignment exclusively through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. The PSIC requirement is waived for imports from safe countries/regions arriving through specified ports, but radioactive-contamination checking under the SOP in the Annexure to DGFT Public Notice 37/2015-20 dated 15-11-2021 applies to all consignments on random-check basis.

    Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and submit valid Forms 2, 6, 7 and 9 along with reference to Schedules III, VI and VIII. Confirm compliance with Para 8(b) of the General Notes regarding Import Policy under the ITC (HS), and with Paras 2.32, 2.54 and 2.55 of the Foreign Trade Policy and its procedures.

A word of counsel

The most common error on this tariff line is assuming the PSIC waiver for safe-country exports applies irrespective of port of entry — the waiver is conditional on the consignment arriving through a specified port. An un-shredded scrap consignment (HMS-I or HMS-II) arriving at a non-specified port without a valid PSIC is detained and liable to re-export or confiscation regardless of origin. Importers should also note that the TRQ allocation regime under DGFT Public Notice 17/2023 may cap total annual copper scrap imports from Nepal under a separate 10,000 MT quota for Chapter 74.
