Copper scrap and copper waste imports
HSN 7404 00 12 (Copper scrap) is subject to compulsory registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. Import is additionally conditioned on a Pre-Shipment Inspection Certificate (PSIC) issued through the DGFT online portal, clearance only at specified ports, and compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 2Obtain a PSIC from a recognised pre-shipment inspection agency; PSICs dated on or after 1 July 2022 must be generated through the DGFT online portal and carry the electronic verification reference. Upload the PSIC (document code 856001) in e-Sanchit before out-of-charge. PSICs not generated via the DGFT online system will not be accepted by Indian Customs. The most common error on this tariff line is generating the PSIC outside the DGFT online portal and assuming legacy paper certificates will be accepted. Since 1 July 2022, any PSIC not generated through the DGFT online system is liable to rejection at the port, triggering consignment detention and accumulating demurrage. Separately, the safe-country PSIC exemption applies only if the consignment transits through a specified port; routing through an unspecified port reinstates the PSIC requirement regardless of the country of export.
