    Obtain a Pre-Shipment Inspection Certificate (PSIC) generated online through the DGFT portal from a DGFT-recognised Pre-Shipment Inspection Agency (PSIA). PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian customs authorities. Upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.

    Route the consignment through one of the specified ports or locations notified under para 2.54 of the Handbook of Procedures (HBP). If the export originates from a safe country or region and the consignment arrives through a specified port, the PSIC requirement is waived; for all other origins, the PSIC is mandatory regardless of port.

    Ensure compliance with para 8(b) of the General Notes regarding import policy under ITC (HS) and with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. Submit valid Forms 2, 6, 7 and 9 as applicable, with reference to Schedules III, VI and VIII for product description, conditions, and documentation requirements. Consignments are also subject to radioactive-contamination random-checking per the SOP annexed to DGFT Public Notice 37/2015-20.

The most common error on this tariff line is presenting a PSIC that was not generated through the DGFT online portal — even a genuine pre-shipment inspection certificate from a recognised PSIA is rejected at customs out-of-charge if it was not issued through the DGFT system on or after 1 July 2022, resulting in consignment detention and accumulating demurrage. Separately, importers who treat the safe-country PSIC waiver as a blanket exemption from the hazardous-waste Forms 2, 6, 7 and 9 requirements face a distinct enforcement liability under the Hazardous Waste Rules, 2016, which operate independently of the PSIC regime.
