Importers who classify themselves as micro or small enterprises to defer the BIS QCO obligation must retain documentary proof of that MSMED Act status — customs may call for it at the time of clearance, and an unsupported claim results in the consignment being treated as subject to the general enforcement date of 19 October 2024, triggering detention on an uncertified product.
