Refined copper billets, unwrought copper alloy billets
HSN 7403 13 00 (Billets) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. The tariff line is also subject to ITC (HS) policy condition no. 2 of Chapter 74, and imports of copper products under a Tariff Rate Quota allocated for India-Nepal trade are monitored by DGFT under DGFT Public Notice 17/2023.

The most common error on this tariff line is filing the bill of entry without an active NFMIMS registration number — either because the importer applied too late or because the 75-day validity window expired before the vessel arrived. The minimum advance-registration lead-time requirement has been abolished to zero days, but the registration must still pre-date arrival; post-arrival applications result in consignment detention and demurrage at the port pending regularisation with DGFT.
