Unrefined copper and copper anodes for electrolytic refining
HSN 7402 00 90 (Unrefined copper; copper anodes for electrolytic refining — Other) is subject to compulsory registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. Importers must obtain an automatic NFMIMS registration number at least five days before consignment arrival, and TRQ allocations for copper products under the revised India-Nepal treaty are governed by DGFT under paragraph 2.92 of the Handbook of Procedures, 2023.

The most common error on this tariff line is applying for NFMIMS registration too close to vessel arrival or, conversely, applying so early that the 75-day validity lapses before the bill of entry is filed. Because the minimum lead-time requirement has been abolished under S.O. 3759(E), importers sometimes treat registration as a formality to complete after arrival — a misreading that leaves the consignment without a valid registration number at the bill-of-entry stage, triggering detention pending regularisation and attracting DGFT-policy enforcement.
