HSN 7401 00 90 (Cement copper, precipitated copper) is subject to Directorate General of Foreign Trade (DGFT) Tariff Rate Quota (TRQ) allocation and monitoring under DGFT Public Notice 17/2023 dated 22-06-2023. DGFT is the designated authority for allocation of 10,000 MT of copper products under Chapter 74 for FY 2023-24 pursuant to the revised India-Nepal Treaty of Trade, administered under Para 2.92 of the Handbook of Procedures, 2023.

The single most common error on this tariff line is filing the bill of entry against the general ITC (HS) import policy without confirming TRQ allocation status. Cement copper imported from Nepal under the revised Treaty of Trade must be covered by a DGFT-issued TRQ allocation letter tied to the FY-specific 10,000 MT cap; a consignment arriving without a valid allocation is not entitled to preferential TRQ treatment and faces standard Restricted-import enforcement, including detention pending regularisation.
