HSN 7401 00 10 (Copper mattes) is subject to Directorate General of Foreign Trade (DGFT) policy controls under the ITC (HS) import framework, including a Tariff Rate Quota (TRQ) allocation regime for copper products under the revised India-Nepal Treaty. DGFT is the designated authority for allocation and monitoring of the 10,000 MT TRQ for Chapter 74 copper products for FY 2023-24, administered under Para 2.92 of the Handbook of Procedures, 2023.

The most common error on this tariff line is conflating the India-Nepal Treaty TRQ route with a general free-import pathway. Copper mattes imported outside the TRQ allocation framework do not benefit from the concessional conditions, and an importer who files the bill of entry without a prior DGFT allocation letter risks detention, denial of the TRQ rate, and recovery of full applicable duties. Confirm the FY-specific TRQ balance with DGFT before committing to a shipment.
