The most common error on this tariff line is assuming that steel articles re-imported from a Special Economic Zone are exempt from SIMS registration. The DGFT Policy Circular 38/2015-20 dated 19-01-2022 confirms that both SEZ re-imports without value addition and SEZ re-imports with value addition are exempt from SIMS — but this exemption applies only to DTA-to-SEZ-to-DTA movements; a first-time import of belt fasteners from an overseas supplier carries the full SIMS obligation regardless of how the goods are routed.
