HSN 7326 90 10 (Belt lacing of steel) is subject to compulsory prior registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under policy condition no. 2 of Chapter 73, as notified by DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives, with a registration fee of ₹500 and a validity window of 75 days.

- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the Steel Import Monitoring System online portal not earlier than 60 days before the expected date of arrival of the consignment and pay the registration fee of ₹500. The automatic SIMS registration number issued is valid for 75 days and must be presented at the bill-of-entry stage.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition no. 2 of Chapter 73
- 2Note the carve-outs before applying: re-import of steel items used solely for packaging (not value addition) and DTA-SEZ-DTA movements — both with and without value addition — are exempt from SIMS registration. Document the basis for any such exemption in the import file to support customs verification.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 33/2015-20 dated 28-09-2020
The most common error on this tariff line is allowing the SIMS registration number to lapse before the vessel berths: the 75-day validity window runs from the date of registration, not from the bill-of-entry date, and a registration that expires before out-of-charge is treated as non-compliance with policy condition no. 2 of Chapter 73. Where shipment schedules slip, a fresh SIMS registration — with a new ₹500 fee — is required; there is no grace-period extension on an expired number.
