Other cast articles of iron or steel (steel tape measures, cast iron manhole covers)
HSN 7325 99 99 (other cast articles of iron or steel) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 1269 (Part 2):1997 under the Legal Metrology — Material Measures of Length (Quality Control) Order, 2023 is mandatory with effect from 23 May 2024, and conformity to IS 1726:1991 under the Cast Iron Products (Quality Control) Order, 2024 is mandatory with effect from 01 September 2024 — both under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the product type before sourcing: steel tape measures require a CM/L licence against IS 1269 (Part 2):1997; cast iron manhole covers and frames require a CM/L licence against IS 1726:1991. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Legal Metrology — Material Measures of Length (Quality Control) Order, 2023 · S.O. 5029(E) dated 23-11-2023; Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
- 2Confirm applicable enterprise-size-based phase-in dates: for IS 1269 (Part 2):1997, small enterprises effective 23-08-2024 and micro enterprises effective 23-11-2024; for IS 1726:1991, small enterprises effective 01-12-2024 and micro enterprises effective 01-03-2025. Obtain the supplier's Udyam registration certificate if claiming a micro or small enterprise deferral.S.O. 5029(E) dated 23-11-2023; S.O. 2287(E) dated 13-06-2024; Micro, Small and Medium Enterprises Development Act, 2006
- 3Ensure every article bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 5029(E); S.O. 2287(E)
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Pay the ₹500 registration fee and retain the automatic registration number, which remains valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is a re-import for packaging only, or involves SEZ-to-DTA movement, document the SIMS exemption basis; the BIS QCO obligation is not waived by either carve-out.ITC (HS) policy condition 2 of Chapter 73 · DGFT policy circular 38/2015-20 dated 19-01-2022
The single most common error on this residual tariff line is treating it as a single-product entry and sourcing a CM/L against only one of the two applicable standards. HSN 7325 99 99 captures both steel tape measures (IS 1269 (Part 2):1997, S.O. 5029(E)) and cast iron manhole covers and frames (IS 1726:1991, S.O. 2287(E)) — each governed by a distinct Quality Control Order with distinct enterprise-size phase-in dates. Presenting a CM/L for the wrong IS at the port of entry results in consignment detention even where the mark is genuinely affixed and current.
