The most common error on this tariff line is treating the phased small- and micro-enterprise enforcement dates as a general grace period. The 1 September 2024 enforcement date applies to standard importers; the deferred dates of 1 December 2024 (small enterprises) and 1 March 2025 (micro enterprises) apply only to the manufacturer's enterprise classification, not to the importer's. An importer sourcing from a large or medium manufacturer after 1 September 2024 without a valid CM/L triggers detention regardless of the importer's own enterprise status.
