- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1726:1991 for cast iron manhole covers and frames. Verify the supplier's CM/L number, licensed product scope, load-bearing class, and manufacturing facility address on the BIS online register before placing the purchase order.Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024 · IS 1726:1991
- 2Ensure every cover and frame bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product casting itself, not on packaging or accompanying documents alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cast Iron Products (Quality Control) Order, 2024
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; confirm SIMS registration remains within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.ITC (HS) policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
- 5If the enterprise qualifies as a small enterprise, the enforcement date deferred to 01 December 2024 applies; for micro enterprises the deferred date is 01 March 2025. Retain documentary evidence of MSME status to substantiate the applicable enforcement date at the time of import.Cast Iron Products (Quality Control) Order, 2024 · S.O. 2287(E) dated 13-06-2024
The most common error on this tariff line is importing cast iron drain covers against a CM/L licence that is scoped to a different load-bearing class under IS 1726:1991 than the consignment actually contains. IS 1726:1991 classifies covers by load class (light, medium, heavy, extra heavy), and a CM/L licence covers only the specific class or classes for which the manufacturer is certified; a class mismatch between the licence scope and the physical product triggers detention and re-export even where the ISI mark is physically present on the casting.
