Cast alloy steel tape measures (legal metrology)
HSN 7325 99 20 (cast articles of alloy steel, covering steel tape measures) is governed by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1269 (Part 2):1997 is mandatory under the ISI Mark Scheme by virtue of the Legal Metrology Material Measures of Length (Quality Control) Order, 2023, with effect from 23 May 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 2Ensure each tape measure bears the ISI mark and the supplier's CM/L number under licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The single most common error on this tariff line is treating the residual 'cast articles of alloy steel' descriptor as a green channel and overlooking that steel tape measures squarely fall within the Legal Metrology Material Measures of Length QCO. Importers routinely procure tape measures from manufacturers without a CM/L licence against IS 1269 (Part 2):1997, on the assumption that an industrial cast-steel residual line carries no BIS hook. Customs verifies the product description, not the broad heading, against the QCO scope at port and detains accordingly.
