Conformity to IS 13983:1994 is mandatory under the ISI Mark Scheme pursuant to the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025, with effect from 22 August 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The QCO date of publication is 22 August 2025, but the operative compliance deadline for a given supplier depends on that manufacturer's enterprise size classification — general, small, or micro under the MSMED Act. An importer who ships from a general-category manufacturer after 01 October 2025 without a valid CM/L faces detention regardless of whether a micro-enterprise supplier would have had until April 2026.
