Compliance steps
  1. 1
Apply for SIMS registration online through the DGFT portal, paying the prescribed fee of ₹500, and obtain the automatic registration number. Applications may be submitted no earlier than the 60th day before the expected date of arrival of the import consignment; the minimum 15-day advance requirement has been abolished.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 19/2015-20 dated 07-07-2022 · DGFT Notification 28/23 dated 28-08-2023
  2. 2
Ensure the SIMS automatic registration number is quoted on the bill of entry before filing. The registration number remains valid for 75 days from the date of grant; a consignment arriving after expiry of the registration number requires fresh SIMS registration before out-of-charge.

A word of counsel

The most common error on this tariff line is assuming that re-import of galvanised iron goods for packaging purposes, or SEZ-DTA movements, require SIMS registration — they do not. Conversely, importers sometimes file the bill of entry without a live SIMS registration number, either because the 75-day validity elapsed in transit or because the application was submitted after arrival; both scenarios result in consignment detention at the port until a valid registration number is produced. Confirm the registration expiry date against the vessel's ETA before departure.

Frequently asked
Does HSN 7323 99 10 require BIS certification?
No. No BIS Quality Control Order covers galvanised iron household utensils under this tariff line. Import is governed by the Steel Import Monitoring System administered by the Directorate General of Foreign Trade under Policy Condition No. 2 of Chapter 73.
How far in advance must SIMS registration be obtained, and how long does it remain valid?

No. Re-import of steel goods solely for packaging purposes is excluded from SIMS, as is the movement of steel items between DTA and SEZ — whether with or without value addition — per DGFT Policy Circular 38/2015-20 dated 19-01-2022.
