The SIMS registration lapse is the most common enforcement trigger on this tariff line: the 75-day validity window is tight for consignments subject to shipping delays, and an expired registration at the time of arrival renders the bill of entry non-compliant under policy condition no. 2 of Chapter 73, exposing the consignment to detention pending fresh registration. Build in buffer time when placing purchase orders for long-transit origins.
