Pans
Cast iron pans, not enamelled (cookware, skillets, frying pans)
HSN 7323 91 10 (cast iron pans, not enamelled) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT), pursuant to policy condition no. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number before the consignment arrives at the Indian port.
- SIMS automatic registration number from DGFT
- ITC (HS) policy condition declaration from DGFT
- Bill of entry with SIMS reference to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register the import on the SIMS online portal and obtain the automatic registration number before the consignment arrives. The application may be filed no earlier than 60 days before the expected date of arrival; the registration number is valid for 75 days from grant.DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 33/2015-20 dated 28-09-2020 · Policy condition no. 2 of Chapter 73, ITC (HS)
- 2Pay the SIMS registration fee of ₹500 per application at the time of online submission. Ensure the SIMS registration number is quoted on the bill of entry; customs out-of-charge will not be granted for cast iron articles under Chapter 73 without a valid SIMS number.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
The most common error on this tariff line is misreading the 75-day validity window: importers who register too early against a vessel subject to delay find the registration number has expired before out-of-charge, requiring a fresh application and a second ₹500 fee. Note also that SIMS registration is not required if the cast iron pans are being re-imported from a Special Economic Zone without value addition, or are steel goods re-imported solely for packaging — these specific carve-outs under DGFT Policy Circular 38/2015-20 dated 19-01-2022 must be documented proactively at the bill of entry.
