HSN 7323 10 00 (Iron or steel wool; pot scourers and scouring or polishing pads, gloves and the like) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) per policy condition no. 2 of Chapter 73, administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic SIMS registration number before the consignment arrives, with the registration valid for 75 days from grant.

The most common error on this tariff line is assuming SIMS registration is required for all steel re-imports without exception. Re-import of steel goods for packaging purposes is excluded from SIMS as the goods are not primarily intended for value addition; similarly, DTA-to-SEZ-to-DTA movements — whether with or without value addition — do not attract SIMS registration. Importers who apply SIMS registration to these exempt categories and pay the ₹500 fee unnecessarily face no penalty, but those who omit registration on a genuinely covered import risk consignment detention at the bill-of-entry stage until a valid registration number is produced.
