Central heating radiators and parts, other iron or steel
HSN 7322 19 00 (other radiators for central heating and parts thereof, of iron or steel) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) pursuant to Policy Condition No. 2 of Chapter 73, administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic registration number by submitting advance information online and paying a registration fee of ₹500 before the consignment arrives.
- SIMS automatic registration number from DGFT
- Registration fee receipt from DGFT
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register in the Steel Import Monitoring System no earlier than 60 days before the expected date of arrival of the import consignment. Submit advance information through the SIMS online portal and pay the registration fee of ₹500 to obtain an automatic registration number, which remains valid for 75 days.DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition No. 2 of Chapter 73 · DGFT Notification 33/2015-20 dated 28-09-2020
- 2Note that the earlier mandatory 15-day advance registration requirement before the expected date of arrival has been abolished. File the bill of entry with the valid SIMS automatic registration number; a registration number that has lapsed beyond the 75-day validity window is not accepted at customs.DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is misunderstanding the 75-day validity window relative to vessel delays: if port congestion or transshipment extends the actual arrival beyond 75 days from the registration date, the automatic registration number expires and the importer must re-register before out-of-charge can be granted, incurring additional demurrage and ground rent. Additionally, re-imports of steel items used solely for packaging and DTA-SEZ-DTA transfers (with or without value addition) are outside SIMS scope under DGFT Policy Circular 38/2015-20 dated 19-01-2022; misclassifying a standard commercial import as a re-import to avoid SIMS registration exposes the consignment to detention.
