The most common error on this tariff line is assuming that re-imported steel parts or DTA-SEZ-DTA movements fall within the standard SIMS regime. Steel re-imported solely for packaging purposes and goods moving from DTA to SEZ and back — whether with or without value addition — are explicitly excluded from SIMS registration under DGFT Policy Circular 38/2015-20 dated 19-01-2022; filing a SIMS registration for these movements, or conversely failing to register a genuine first-import, both attract avoidable customs scrutiny.
