For gas fuel or for both gas and other fuels
Gas fuel domestic stoves, cookers, ranges and similar appliances
HSN 7321 81 00 (gas fuel domestic stoves, cookers, ranges and similar appliances of iron or steel) is covered by multiple Bureau of Indian Standards Quality Control Orders. Conformity to IS 17153:2019 for piped natural gas stoves is mandatory under the ISI Mark Scheme with effect from 12 February 2024; IS 4246:2002 applies to LPG stoves under S.O. 4345(E), and IS 10109, IS 2787, and IS 1342 apply to oil pressure stoves under S.O. 451(E). Steel Import Monitoring System registration and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for the specific appliance type before sourcing: IS 17153:2019 for piped natural gas stoves, IS 4246:2002 for LPG stoves, IS 10109 for oil pressure stoves (offset burner type), IS 2787 for multi-burner oil pressure stoves, or IS 1342 for oil pressure stoves. Verify the supplier holds a current BIS CM/L licence against the correct standard on the BIS online register.S.O. 3584(E) dated 09-08-2023 · S.O. 4345(E) dated 03-12-2019 · S.O. 451(E) dated 16-06-1997
- 2Confirm the supplier's CM/L licence scope covers the specific appliance model, fuel type, and manufacturing facility. A CM/L issued against IS 17153:2019 does not cover LPG stoves requiring IS 4246:2002; sourcing the wrong licence against the wrong standard triggers detention at port.Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 · Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 3Ensure each appliance bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not packaging alone.Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 · Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days; the registration must remain within validity on the date of arrival. Re-imports for packaging only and SEZ-to-DTA movements are exempt from SIMS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Ensure compliance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 where applicable, with the BEE reference accompanying consignment-level documentation.BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025 · ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016
The single most common error on this tariff line is treating the QCO obligation as a single standard when three distinct QCOs — for piped natural gas stoves (IS 17153:2019), LPG stoves (IS 4246:2002), and oil pressure stoves (IS 10109 / IS 2787 / IS 1342) — apply in parallel, each under a separate notification. An importer who obtains a CM/L against IS 17153:2019 for a piped gas stove then adds LPG-compatible models to the same consignment without a separate IS 4246:2002 CM/L faces detention of the entire consignment for the non-conforming portion, with demurrage accruing while a fresh licence is sought.
