Non-electric solid fuel stoves and appliances of iron or steel
HSN 7321 19 90 (other stoves and appliances, including those for solid fuel) is covered by multiple Bureau of Indian Standards Quality Control Orders. Conformity to IS 2787, IS 10109, IS 1342, and IS 17153:2019 is mandatory under the ISI Mark Scheme, with enforcement dates ranging from the Oil Pressure Stoves (Quality Control) Order, 1997 through 12 February 2024 for piped natural gas stoves. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise product type within this tariff line before sourcing: oil pressure stoves (offset burner type → IS 10109; multi-burner → IS 2787; general → IS 1342), domestic gas stoves for LPG (IS 4246:2002), or domestic gas stoves for piped natural gas (IS 17153:2019). Each type carries a distinct QCO and CM/L scope; a licence against the wrong standard does not satisfy the QCO obligation.Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Verify the foreign manufacturer's BIS CM/L licence number against the applicable IS standard (IS 10109, IS 2787, IS 1342, IS 4246:2002, or IS 17153:2019) on the BIS online register before placing the purchase order. Confirm the licensed product scope, burner configuration, and manufacturing facility address are current.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 451(E) · S.O. 4345(E) · S.O. 3584(E)
- 3Ensure every appliance bears the ISI mark and the supplier's CM/L number on the product itself, not only on packaging. For IS 17153:2019 piped-natural-gas stoves, note the phased MSMED enforcement: small enterprises from 12-05-2024, micro enterprises from 12-08-2024.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date and pay the ₹500 registration fee. The automatic registration number is valid for 75 days; confirm it remains within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy condition 2 of Chapter 73
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both in real time; either absent, expired, or scope-mismatched triggers consignment detention. If the consignment is a re-import for packaging only or an SEZ-to-DTA movement, document the applicable SIMS exemption basis.DGFT policy circular 38/2015-20 dated 19-01-2022 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is importing a consignment under a single CM/L licence without recognising that HSN 7321 19 90 encompasses multiple product sub-types, each governed by a separate QCO and IS standard. A CM/L against IS 2787 (multi-burner oil pressure stoves) does not authorise import of piped-natural-gas stoves under IS 17153:2019, and vice versa; customs detention follows regardless of whether a valid licence exists for a different product type within the same tariff heading. Confirm the precise sub-type and the corresponding IS standard before the purchase order, not at the port.
