Liquid-fuel oil pressure stoves of iron or steel
HSN 7321 12 20 (other stoves for liquid fuel) is covered by multiple Bureau of Indian Standards Quality Control Orders. Conformity to IS 2787, IS 10109, and IS 1342 is mandatory under the ISI Mark Scheme by virtue of the Oil Pressure Stoves (Quality Control) Order, 1997, with IS 17153:2019 applicable to domestic gas stoves for piped natural gas with effect from 12 February 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Determine which Indian Standard governs the specific product being imported: IS 10109 for oil pressure stoves of the offset-burner type, IS 2787 for multi-burner oil pressure stoves, IS 1342 for oil pressure stoves generally, and IS 17153:2019 for domestic gas stoves for piped natural gas. Source only from a BIS CM/L-licensed manufacturer holding a current licence against the applicable standard.Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Verify the supplier's CM/L licence number, licensed product scope (stove type, burner configuration), and manufacturing facility address on the BIS online register. Confirm the licence covers the specific product variant and manufacturing plant before placing the purchase order.ISI Mark Scheme under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every stove in the consignment bears the ISI mark and the supplier's CM/L number, traceable to the licensed manufacturing facility. Marking must appear on the product itself, not on the packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 451(E) dated 16-06-1997
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500; the automatic registration number is valid for 75 days. The prior requirement of 15-day advance registration has been abolished.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS registration against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the three oil-pressure-stove standards as interchangeable and obtaining a CM/L against the wrong IS number for the actual product variant. IS 10109, IS 2787, and IS 1342 each cover a distinct stove configuration; a CM/L licensed against IS 2787 for multi-burner stoves does not cover offset-burner type stoves governed by IS 10109. Customs detention follows when the product type on the shipping documents does not match the licensed standard scope on the BIS register.
