Cookers and kitchen stoves
Liquid-fuel cookers and kitchen stoves of iron or steel
HSN 7321 12 10 (liquid-fuel cookers and kitchen stoves of iron or steel) is covered by Bureau of Indian Standards Quality Control Orders spanning oil-pressure stoves and domestic gas stoves. Conformity to IS 10109, IS 2787, or IS 1342 is mandatory under the ISI Mark Scheme for oil-pressure variants with effect from 16 June 1997; IS 4246:2002 governs domestic LPG gas stoves with effect from 03 December 2019; and IS 17153:2019 applies to piped-natural-gas stoves with effect from 12 February 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the specific stove type in the consignment — oil-pressure offset-burner (IS 10109), multi-burner oil-pressure (IS 2787), oil-pressure (IS 1342), domestic LPG gas stove (IS 4246:2002), or piped-natural-gas stove (IS 17153:2019) — and verify the supplier holds a current BIS CM/L licence against the correct Indian Standard on the BIS online register before placing the purchase order.Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Ensure every stove unit bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018; BIS Act, 2016
- 3For piped-natural-gas stoves under IS 17153:2019, confirm the applicable effective date for the importer's counterpart manufacturer: 12 February 2024 (general), 12 May 2024 (small enterprises), or 12 August 2024 (micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006).Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500; the automatic registration number is valid for 75 days from issue and must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; ITC (HS) Policy Condition 2 of Chapter 73
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. If the consignment is a re-import of steel goods for packaging purposes only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis; the BIS QCO obligation is not waived by either SIMS carve-out.DGFT Policy Circular 38/2015-20 dated 19-01-2022; Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E)
The single most common error on this tariff line is treating all liquid-fuel stoves as a single BIS obligation and sourcing a CM/L against only one Indian Standard — typically IS 10109 — without confirming which sub-type each unit constitutes. A consignment containing multi-burner oil-pressure stoves requires CM/L coverage against IS 2787, not IS 10109; LPG domestic gas stoves require IS 4246:2002; and piped-natural-gas stoves require IS 17153:2019. A CM/L correctly licensed against one standard does not extend to units governed by a different standard, and customs detains the entire consignment on a standard-mismatch at the line-item level.
