Gas and oil-fuel domestic cooking appliances (gas stoves, oil pressure stoves, PNG stoves)
HSN 7321 11 90 (gas and oil-fuel domestic cooking appliances) is covered by multiple Bureau of Indian Standards Quality Control Orders. Conformity to IS 4246, IS 10109, IS 2787, IS 1342, or IS 17153:2019 is mandatory under the ISI Mark Scheme, with the most recent enforcement date of 12 February 2024 applying to domestic gas stoves for piped natural gas. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise product type before sourcing: domestic LPG gas stoves (IS 4246), oil pressure stoves offset-burner type (IS 10109), multi-burner oil pressure stoves (IS 2787), oil pressure stoves general (IS 1342), or piped natural gas stoves (IS 17153:2019). The applicable IS standard and QCO notification differ by fuel type and burner configuration.Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard. Verify the supplier's CM/L number, licensed product scope, fuel type, burner configuration, and licensed manufacturing facility address on the BIS online register before placing the purchase order.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3584(E) dated 09-08-2023
- 3Ensure every appliance bears the ISI mark and the supplier's CM/L number on the product itself, not only on packaging. For PNG stoves under IS 17153:2019, confirm that the licensed scope explicitly covers piped natural gas fuel type; a CM/L for LPG stoves does not satisfy the PNG QCO requirement.Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023; BIS (Conformity Assessment) Regulations, 2018
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; registration valid for 75 days from issue. The minimum 15-day advance registration requirement has been abolished.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 19/2015-20 dated 07-07-2022; DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Ensure compliance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.ITC HS policy condition 2 of Chapter 73; BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025; BIS Act, 2016; Customs Act, 1962
The single most common error on this tariff line is procuring a CM/L licence valid for one fuel-type variant and presenting it at customs for a different variant — most critically, using an LPG-stove CM/L (IS 4246) to clear a piped natural gas stove consignment (IS 17153:2019) or an oil pressure stove (IS 10109/IS 2787/IS 1342). Each QCO and each IS standard is fuel-type- and burner-configuration-specific; a licence that does not expressly cover the imported product's fuel type and configuration is treated as absent, resulting in detention regardless of the supplier's otherwise valid BIS registration.
