- 1Apply for SIMS registration on the DGFT online portal not earlier than 60 days before the expected date of arrival of the consignment. - 2Ensure the SIMS registration number is cited on the bill of entry before customs out-of-charge. The minimum 15-day advance registration requirement has been abolished; however, registration must be obtained prior to arrival of the consignment.DGFT Notification 19/2015-20 dated 07-07-2022 · DGFT Notification 33/2015-20 dated 28-09-2020
- 3Confirm whether the consignment qualifies for a SIMS exemption: re-imports of steel items used solely for packaging (not value addition) and DTA-SEZ-DTA movements — with or without value addition — are exempt from SIMS registration. Document the basis for any claimed exemption at the bill of entry.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 33/2015-20 dated 28-09-2020
The most common error on this tariff line is allowing the 75-day SIMS validity window to lapse between registration and actual consignment arrival — particularly when vessel schedules slip. Because the registration window opens no earlier than 60 days before expected arrival, a delayed shipment can strand the importer with an expired registration number, triggering detention at port and the need to re-register before customs out-of-charge can be granted. Calendar the expected arrival date conservatively and re-register proactively if a delay is anticipated.
