Confirm at the pre-import stage whether the goods qualify for a SIMS exemption — re-imports for packaging purposes and DTA/SEZ circular movements without value addition are not covered.

A word of counsel

The most common error on this tariff line is applying for SIMS registration too late in the supply chain. The registration number is valid for only 75 days and must be in hand before the vessel arrives; a consignment reaching port without a valid registration number is detained pending regularisation, attracting demurrage and ground rent. Note that the former 15-day advance-application minimum has been abolished — but the 60-day outer window and the 75-day validity period remain binding under DGFT Notification 28/23.
