Note that the earlier requirement of a minimum 15-day advance registration before the expected date of arrival has been abolished. Ensure the SIMS registration number is current at the time of filing the bill of entry; an expired registration number (beyond the 75-day validity) requires a fresh application before out-of-charge.

Confirm whether SIMS applies to the specific import: re-imports of steel for packaging purposes only, and DTA-to-SEZ-to-DTA movements (with or without value addition), are explicitly exempt from SIMS registration. Retain documentary evidence of the exemption basis at the bill of entry stage.

A word of counsel

The most common error on this tariff line is allowing the 75-day SIMS registration validity to lapse between the application date and the actual date of arrival — particularly where vessel schedules slip. Because the registration cannot be applied for earlier than 60 days before expected arrival, a voyage delay of more than 75 days from the registration date leaves the importer without a valid registration number at bill-of-entry stage, triggering detention until a fresh registration is obtained.
