HSN 7320 10 20 (Leaves for springs) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) pursuant to Policy Condition No. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The importer must obtain an automatic SIMS registration number by paying a registration fee of ₹500 before the consignment arrives; the registration remains valid for 75 days.
- SIMS registration number from SIMS portal
- Import declaration from DGFT
- Bill of entry from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the SIMS online portal not earlier than the 60th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain the automatic SIMS registration number, which remains valid for 75 days from grant.DGFT Notification 28/2023-24 dated 28-08-2023 · DGFT Notification 33/2015-20 dated 28-09-2020 · Policy Condition No. 2 of Chapter 73
- 2Note the applicable carve-outs before filing: re-import of steel goods solely for packaging purposes is excluded from SIMS; steel items moving from DTA to SEZ and re-imported into DTA — whether with or without value addition — are also excluded from the SIMS registration requirement.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is misreading the 60-day advance-registration window as a minimum lead-time obligation — the earlier 15-day minimum has been abolished. Registration can be obtained at any point from day 60 up to the expected arrival date, but the 75-day validity window runs from grant, not from arrival; a consignment delayed beyond that window requires a fresh SIMS registration before out-of-charge can be granted.
