The most common error on this tariff line is misapplying the SIMS carve-outs: steel re-imported solely for packaging purposes, and DTA-SEZ-DTA transactions whether with or without value addition, are explicitly excluded from SIMS registration under DGFT Policy Circular 38/2015-20 dated 19-01-2022. Importers who nonetheless obtain a SIMS number for an exempt transaction do not gain protection against a mis-declaration finding; conversely, importers who skip SIMS registration for a transaction that is not within the carve-out face consignment detention pending regularisation.
