The most common error on this tariff line is misreading the SIMS exemptions and assuming re-import or SEZ-origin movements are categorically exempt without documentation. Re-import of steel goods used solely for packaging is excluded from SIMS, and DTA-SEZ-DTA movements (with or without value addition) do not require SIMS registration — but both carve-outs require the importer to affirmatively establish the qualifying condition at the bill of entry; an unsubstantiated claim will be rejected by the proper officer and the consignment detained pending SIMS compliance.
