HSN 7319 90 00 (Other pins, needles and similar hand articles of iron or steel) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) per Policy Condition No. 2 of Chapter 73, administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 33/2015-20 dated 28-09-2020. The automatic SIMS registration number is obtained online by paying a fee of ₹500 and remains valid for 75 days from grant.

The single most common error on this tariff line is allowing the 75-day SIMS validity window to lapse between registration and actual vessel arrival. The automatic registration number cannot be extended; if the consignment arrives after expiry, the importer must re-register and pay the ₹500 fee afresh — and any bill of entry filed against an expired SIMS number invites customs detention. Note also that the earlier requirement of a minimum 15-day advance registration window has been abolished per DGFT Notification 19/2015-20 dated 07-07-2022, so the operative rule is the 60-day outer limit only.
