Iron or steel pins, other than safety pins
HSN 7319 40 90 (Other pins of iron or steel) requires compulsory advance registration under the Steel Import Monitoring System (SIMS) as a customs overlay, per Policy Condition 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. The Directorate General of Foreign Trade (DGFT) administers the SIMS online platform, through which an automatic registration number must be obtained before the consignment arrives at port.

The most common error on this tariff line is assuming the SIMS carve-outs for SEZ re-imports and packaging re-imports apply broadly. Re-import of steel goods for packaging purposes is excluded from SIMS only where the goods are not primarily meant for value addition; similarly, DTA-SEZ-DTA movements are exempt whether or not value addition occurs — but both exemptions must be documented at the bill of entry stage. Arriving without a valid registration number exposes the consignment to detention and demurrage while retrospective registration is sought.
