Iron or steel safety pins for hand use
HSN 7319 40 10 (Safety pins) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition No. 2 of Chapter 73 and DGFT Notification 33/2015-20 dated 28-09-2020. Importers must obtain an automatic registration number by submitting advance information online and paying a registration fee of ₹500 before the consignment arrives.

The most common error on this tariff line is assuming SIMS registration is required for re-imports of steel items used solely for packaging purposes or for DTA-SEZ-DTA movements. DGFT Policy Circular 38/2015-20 dated 19-01-2022 explicitly carves out both categories: re-imports for packaging only and SEZ re-imports whether with or without value addition are exempt from SIMS. Treating these as registrable consignments causes unnecessary delay and fee expenditure at the bill of entry.
