HSN 7318 29 90 (other non-threaded iron or steel fasteners, cotters, cotter-pins, and similar articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme with effect from 18 June 2025, by virtue of the Steel and Steel Products (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common failure on this tariff line is treating the SIMS registration as sufficient while overlooking that this residual HSN maps to multiple distinct Indian Standards — IS 3298 for mild steel rivet bars, IS 1363, IS 1364, IS 3757, IS 6623, IS 12427, IS 15833, and others — each licence being scope-specific to fastener type, size range, and product grade. A CM/L licence held by the supplier against IS 3757 (high-strength structural bolts) does not cover rivets under IS 3298; importing outside the exact licensed product scope exposes the consignment to detention and disposal as scrap under Section 17(1)(b) of the BIS Act, 2016, regardless of a valid SIMS registration.
