Circlips and similar iron or steel fastening articles
HSN 7318 29 10 (Circlips) is covered by a Bureau of Indian Standards Quality Control Order under the Bolts, Nuts and Fasteners (Quality Control) Order, 2024. Conformity to the applicable Indian Standards under the ISI Mark Scheme is mandatory with effect from 12 July 2024, per S.O. 2771(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 3Register the consignment on the Steel Import Monitoring System portal and obtain an automatic registration number by paying the fee of ₹500. The most common error on this tariff line is presenting a CM/L licence that covers a different fastener type within the heading — for instance, a licence scoped to hexagon head bolts under IS 1363 (Part 1):2019 (size range M5 to M64) when the consignment contains circlips or other non-bolt fastening articles governed by a separate IS. Each IS standard and part under S.O. 2771(E) is product-specific; customs officers are directed to verify scope match against the bill of entry item description, and a scope mismatch on even one line item can result in detention of the entire consignment.
