The most common error on this tariff line is overlooking that HSN 7318 23 00 sits within a heading that also carries the Bolts, Nuts and Fasteners (Quality Control) Order, 2024 (S.O. 2771(E)) applicable to a wide range of IS standards — IS 1363, IS 1364, IS 3757, IS 6623, and others. Importers conflate the fastener QCO with the rivets QCO, submit documentation against a bolt or nut standard rather than IS 3298, and face detention on a scope mismatch at port. Only IS 3298 governs rivets under S.O. 3716(E); ensure the CM/L licence and the test certificate cite IS 3298 specifically, not a bolt or nut standard from the co-existing QCO.
