Iron or steel washers, other than spring washers
HSN 7318 22 00 (other washers of iron or steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to Indian Standards under the ISI Mark Scheme is mandatory with effect from 12 July 2024 by virtue of the Bolts, Nuts and Fasteners (Quality Control) Order, 2024 notified vide S.O. 2771(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard (IS 1363, IS 1364, IS 3757, IS 6623, or the relevant part as mapped in the Bolts, Nuts and Fasteners QCO). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Bolts, Nuts and Fasteners (Quality Control) Order, 2024 · S.O. 2771(E) dated 12-07-2024
- 2Ensure every washer bears the ISI mark and the supplier's CM/L number. Marking must appear on the product or its smallest commercial packaging unit per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018, and must be traceable to the licensed manufacturing facility.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking requirements
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the arrival date.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote both the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies each independently in real time; an absent, expired, or scope-mismatched CM/L or SIMS registration triggers consignment detention.ITC (HS) policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment is a re-import for packaging purposes only, or an SEZ-to-DTA movement, document the SIMS exemption basis in writing. The BIS QCO obligation under S.O. 2771(E) is not waived by either SIMS carve-out — ISI-marked product requirement continues to apply.DGFT policy circular 38/2015-20 dated 19-01-2022
The single most common error on this tariff line is assuming that one CM/L licence covering a bolt or nut family automatically extends to washers supplied in the same shipment. The Bolts, Nuts and Fasteners (Quality Control) Order, 2024 maps distinct IS standards to distinct product types; a licence scoped to IS 1363 hexagon bolts does not authorise the ISI mark on washers unless the washer type and manufacturing facility are independently listed in that CM/L. Customs detains mixed consignments where any item's CM/L scope does not match the declared product description on the bill of entry.
