HSN 7318 19 00 (other threaded fasteners of iron or steel) is covered by two Bureau of Indian Standards Quality Control Orders: the Bolts, Nuts and Fasteners QCO 2024 (S.O. 2771(E)) and the Cross Recessed Screws QCO 2025 (S.O. 3927(E)). Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme, with general-category enforcement from 01 November 2025 and staggered dates for small and micro enterprises. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is presenting a single CM/L licence as covering all fastener variants in a mixed consignment. A CM/L is IS-number-specific, part-specific, size-range-specific, and property-class-specific; a licence against IS 1363 (Part 1) for M5–M64 hexagon head bolts does not cover cross recessed screws governed by IS 18471 or IS 18480, even if both products travel on the same invoice. Customs verifies scope at the line-item level, and a single scope mismatch triggers detention of the entire consignment pending re-export or confiscation.
